I have property in brainerd MN with a small hunting shack my family has called there cabin for 20 years ?

I want to get a nice trailer home ond put it on our land.. as ofnow i we have no power or water to the property I have heard I need to have a septic system poer and watter legaly to have any type of home or trailer home on the property. First of all what is my best low cost steps to take? Also any other ideas of how to legaly have the home on the land as low cost as possible it is just a cabin!
