I am wondering if this land is at a good price?

I am thingking about buying about 4.50 acres of land. they are selling them to me for 45,000 the land right now is agricultural. i have to make a septic tank and a water well. also like how much is a water well and a septic. Is this a good buy or not. many people have been telling me no but some have been telling me that it is good. please help
